IPPG Concludes Consultations on Africa Renewable Energy Progress Index (A-REPI)
The International Perspective for Policy and Governance (IPPG) has successfully concluded continental consultations on the Africa Renewable Energy Progress Index (A-REPI), an initiative aimed at developing a robust framework for tracking renewable energy progress across the continent. The consultation sessions brought together energy professionals, policy experts, researchers, development practitioners, and private sector stakeholders from across Africa to review the proposed framework and provide recommendations for its further refinement.
A-REPI has been developed as a comprehensive index to assess renewable energy progress across all 54 African countries. The index seeks to provide a consistent and Africa-centred framework for measuring the pace, scale, and quality of renewable energy deployment, while identifying policy, investment, and implementation gaps that may be constraining progress.
According to IPPG, the initiative responds to the growing need for reliable and data-driven insights to inform renewable energy policy, investment, and market development across Africa. While renewable energy deployment continues to accelerate across the continent, existing global frameworks often struggle to adequately capture the diverse policy, regulatory, market, and institutional realities that shape renewable energy development across African countries. A-REPI addresses this gap through a more Africa-centred approach that reflects the continent’s unique energy landscape and provides a more nuanced understanding of renewable energy progress across countries.
With the provision of a consistent framework for assessing progress across countries, the index is intended to help governments, investors, development partners, and industry stakeholders identify emerging opportunities, target policy interventions, and better understand where markets are most conducive to renewable energy deployment.
The consultations were led by IPPG Senior Research Fellow Seth Owusu-Mante and Policy Analyst Dr. Eric Agyemang as part of efforts to strengthen the methodological robustness and relevance of the index. In its current state, A-REPI’s analytical framework is built around five core metrics, underpinned by 16 indicators, designed to capture the full renewable energy ecosystem in Africa from policy intent to real-world deployment and impact. The metrics span the regulatory and enabling environment, installed capacity and generation outcomes, investment readiness, market and technology adoption, and environmental and social impact. Each indicator is scored using a transparent and standardized rubric that allows for consistent cross-country comparison while accounting for Africa’s diverse economic, geographic, and energy contexts.
Feedback from the consultations is currently being incorporated to further refine and strengthen the framework ahead of the next phase of development. IPPG Senior Research Fellow Seth Owusu-Mante noted that the recommendations received during the consultations will play an important role in strengthening the methodological rigor and practical relevance of the framework. According to him, the feedback will help ensure that A-REPI serves as a credible and Africa-centred tool for tracking renewable energy progress and informing policy and investment decisions across the continent.
